Summary

RMO No. 27-2020 prescribes the BIR Digital Transformation (DX) Roadmap for 2020-2030, listing the programs, outcomes and timelines for improving revenue collections.

Key points

  1. Guiding principles. The Roadmap rests on three principles: a people first approach, a process perspective, and embracing digital technology. It supports the 10-Point Socio Economic Agenda and contains the BIR DX Vision 2030, the DX Strategy Theme with Outcomes, and the Project Timeline per DX Phase.
  2. Phase 1: Build the DX Foundation. This phase builds a DX culture in the BIR while streamlining current taxpayer services. Theme 1 is People first and elevated taxpayer experience (2020-2021), and Theme 2 is Anytime, Anywhere Taxpayer Service (2022-2023).
  3. Phase 2: Strengthen DX in BIR (2024-2030). This phase uses data and digital technology for better taxpayer services. Theme 3 is Strengthening the BIR Digital Organization and Infrastructure (2024-2026), and Theme 4 is Leveraging taxpayer data for managing tax services (2027-2030).
  4. Four major programs. These are Innovating TP Experience with BIR Service processes, Enhancing Administration and Support Services of BIR, Aligning policies to a BIR Digital Workplace, and Enabling the Digital Backbone of BIR. The policy program covers reformulating BIR policies and the National Internal Revenue Code to enable DX.
  5. Alignment. Concerned offices make sure all other programs, projects and activities are aligned with the Roadmap and use the memorandum as their guide.
