Key points
- Scope. The Roadmap features twenty-two (22) projects organized into 8 programs aligned with the 4 pillars. It follows the previous roadmap and aligns with long-term goals.
- Pillars 1 and 2. Pillar 1, Strengthening the BIR Organization, covers employee training, restructuring and a comprehensive human resource system. Pillar 2, Modernizing the Digital Backbone, covers upgrading ICT infrastructure, updating legacy systems, expanding cloud capabilities and an Enterprise Architecture framework.
- Pillars 3 and 4. Pillar 3, Enhancing Policies, Governance, and Standard, sets up a Data Governance and Management framework to safeguard the Single Source of Truth. Pillar 4, Elevating Taxpayer Experience and Innovating BIR Services, enhances eServices and launches a single sign-on Integrated Taxpayer Portal.
- Alignment and monitoring. All offices align other programs, projects and activities with the Roadmap and Aspiration 2028. Project managers update the DX Project Monitoring SmartSheets monthly or as needed.
- Review. The programs and projects are reviewed annually or updated as needed, and any change must be approved by the Commissioner.
