Summary
RMO No. 28-2020 prescribes the updated policies and procedures for granting and revoking system access in the BIR.
Key points
- Access request forms. Users file BIR Form No. 0044 for System Access/Access Revocation Request, or BIR Form No. 0043 for eFPS Access Request, with the attachments listed in the Order. Requests with incomplete information are not processed.
- Requirements before access. Newly hired employees and BIR Service Providers must first attend an Information Security Awareness Briefing. Service Providers get access only after submitting an approved Non-Disclosure Agreement and signed contract, and only special or temporary access with justification from the Head of Office or Project Manager.
- Levels of access. Regular or special access depends on the role in the approved Security Access Matrix, required trainings and job performance. Special access needs justification or endorsement by the Head of Office or Project Manager, runs for a limited period, and is revoked automatically when it lapses. A user given special access for lack of training can get regular access after performing the role for at least one (1) year.
- Revocation of access. Personnel who are promoted, reassigned, on leave for thirty (30) days or more, resigning, or transferred or seconded must request revocation. The Head of Office or Project Manager requests it for employees who fail to report to a new assignment in time, are AWOL for thirty (30) days or face dropping from the service, and for third parties whose contract has ended.
- Where to submit. Forms go to the Security Management Division (SMD) for Contractors and National Office users except the Large Taxpayers Service (LTS). Regional users, including LTS, submit to the concerned Revenue Data Center. The Personnel Adjudication Division sends the SMD an approved suspension or dismissal order within three (3) days from receipt.
- Previous accounts. A request is not processed if the user still has an account from a previous assignment, unless an approved revocation form comes with the new request.
