Summary
RMO No. 17-2021 prescribes the guidelines, policies and procedures for attaining ISO 9001:2015 Quality Management System (QMS) Certification for BIR business registration processes.
Key points
- Covered processes. Primary registration covers issuance of the Taxpayer Identification Number (TIN) and Certificate of Registration (COR). Secondary registration covers books of accounts, Authority to Print receipts and invoices, and registration of Cash Register Machines, POS Machines and Special Purpose Machines, including eAccReg enrollment and Permit to Use.
- Risk-based approach. The BIR adopts a risk-based approach, which means identifying risks and opportunities and the preventive actions for them. A separate issuance will detail how risks are identified and managed.
- Roles and funding. The Revenue Region manages preparation, and RDOs coordinate with their Region, which coordinates with the Process Owner (Client Support Service through TSPMD). RDOs and Regions allocate funds for the Certification in their Project Procurement Management Plan (PPMP), and each Region forms a Coordinating Team with an Internal Quality Audit (IQA) Team of at least one member per RDO.
- Timeline and certificates. Preparation takes seven (7) to twelve (12) months based on the ISO QMS Road Map in Annex A. Once certified, the Regional Coordinating Team submits the certificates to the Process Owner for posting in the BIR Website under the Transparency Seal.
- Key Performance Indicators. The initial KPI target for TIN and TIN Card application and issuance is 75%. Customer Satisfaction Survey results carry a target rating of 4.0, and accuracy of COR and ATP issuance has an initial target of 65% of applications processed with no errors.
- Document labeling. Documents processed for covered frontline services are filed and labeled by color: Red for original COR applications and COR updates, Yellow for books of accounts, Blue for subsequent ATP applications, and Orange for Permit to Use of CRM and POS machines.
