Summary
RMO No. 29-2023 prescribes guidelines for attaining ISO 9001:2015 Quality Management System certification for ONETT processing, tax return processing, Tax Clearance Certificate issuance, and retrieval of BCS reports and returns from Authorized Agent Banks.
Key points
- Covered processes and offices. OCS and eCAR issuance for ONETT is for all RDOs. Tax return processing is for the Document Processing Divisions, TCC processing and issuance is for all RDOs and Collection Divisions, and retrieval of BCS reports and returns from AABs is for all RDOs.
- Preparation period. Concerned offices complete the preparations, documentation and training within four (4) months, in coordination with the National Office QMS Team for each process.
- Regional QMS Teams. A Regional Office without a QMS Team forms one through a Regional Revenue Special Order, with an Internal Quality Audit Team that meets ISO 9001:2015 requirements. Each Revenue Region prepares a roadmap with activities and timeline toward certification.
- Process owners and policy. Process Owners prepare an Operations Memorandum with detailed procedures, quality forms and Key Performance Indicators. All covered offices adopt the Quality Policy and display it prominently in their premises.
