Summary
RMO No. 18-2021 prescribes the BIR Operational Key Performance Indicators (KPIs) for CY 2021 for the Revenue Regions (RRs), Revenue District Offices (RDOs) and Large Taxpayers Service (LTS).
Key points
- KPIs and monitoring. There are seventeen (17) Operational KPIs, detailed in Annex A. The concerned Assistant Commissioners, as Measures Owners, monitor, review and evaluate the offices against their goals and targets.
- LTS implementing offices. The Order lists the LTS offices that implement particular KPIs, such as Collection Performance (weight 50), Audit Effort, Audit Efficiency and Reduction of Tax Arrears Collection. The Large Taxpayers Service itself implements the KPI on expediting promotion of qualified employees.
- Scoring. The Order specifies the formulas for each KPI score and the Overall Rating. If actual accomplishment exceeds the KPI target, the score is the maximum assigned KPI weight.
- Performance forms and reports. The KPIs are included as measures in the Office Performance Commitment and Review (OPCR) Form and the Office Index of Success Indicators under the Strategic Performance Management System. Accomplishment and Evaluation Reports are prepared every 1st Semester (January to June) and annually, based on cumulative accomplishment from January to December.
