Key points

  1. The KPIs. The eighteen (18) Operational KPIs are specified in Annex A of the Order. The concerned Assistant Commissioners, identified as Measures Owners, monitor, review and evaluate them against goals or targets.
  2. LTS implementing offices. The Order lists the offices that implement each LTS KPI, such as certain RDOs, LTVATAU, LTCED and the LTS itself. The KPIs and weights include Collection Performance at 50, Percentage increase in Collection at 5, and Audit Effort at 3.
  3. Scoring. The formula for each KPI score and the Overall Rating are in the Order. If actual accomplishment exceeds the target, the score is the maximum assigned KPI weight.
  4. Performance forms. The KPIs are included as measures in the Office Performance Commitment and Review (OPCR) Form and the Office Index of Success Indicators of the RRs, RDs, RDOs, LTS, LTDs Cebu and Davao, LTCED and LTVATAU, under the Strategic Performance Management System.
  5. Reporting and duration. The 1st Semester report is cumulative for January to December of the previous year, and the 2nd Semester report covers January to June of the current year. The KPIs are adopted in succeeding years until the Measures Owners recommend amendments or revisions.
