Key points
- Temporary use only. The CS/RS may be used only until the enhanced DST system is implemented. Taxpayers must inform the Assistant Commissioner, Collection Service through the Chief, Collection Programs Division in writing.
- Conditions for using CS/RS. A DSEIM user qualifies if a single transaction involves DST of P 3.0 Million and above. It also qualifies if the DSEIM has reached or is near the end of its life cycle with no replacement available or room for the DST payment. Another ground is that the DSEIM has an error under verification or repair by the supplier.
- Limits on use. Advance purchase of DST for future application is not allowed. A maximum of 4 branches per machine may be clustered, provided they are within the same Regional Office.
- Audit and DST Collection Receipt. BIR field auditors, and Commission on Audit for government entities, may verify all DST documents and records. The user issues a DST Collection Receipt solely for DST transactions, printed at the user’s own expense subject to Sec. 24 of the Tax Code (Allowable Deduction). The receipt carries the details listed in the order, such as taxpayer and client names, TINs, serial number, nature of transaction, tax base, tax due and Authority to Print.
- Unremitted collections. All unremitted DST collections as of the effectivity of the Order must be paid within 30 days after its approval.
