Summary

RMC No. 92-2024 sets guidelines on the proper sale and affixture of loose documentary stamps to taxable documents.

Key points

  1. Where the rules do not apply. Loose stamp affixture does not apply to One-Time Transactions (ONETT), taxable documents issued in regular operations by mandated users of the eDST System, and certificates covered by the CS/RS under RR No. 2-2023.
  2. Who sells stamps. Loose documentary stamps are bought from and sold only by authorized Specialized Revenue Collecting Officers or Revenue Collection Officers at the National Office and Revenue District Offices. They issue an eROR, or a manual ROR when MRCOS or CORD is unavailable, covering the day’s stamp sales, using the RDO’s TIN, with the inclusive stamp series in the REMARKS field.
  3. Single stamp for documents up to ₱30.00. One loose stamp is sold per taxable document with DST due not exceeding ₱30.00. The officer requires the original signed document, affixes the stamp on its lower portion, cancels it with two lines across the stamp and the date of affixture by perforation (or mechanical dater, rubber stamp or handwriting if no perforator), and releases the document.
  4. Bulk purchases. Taxpayers issuing documents with tax due of not more than ₱30.00, such as schools and universities, may buy two or more stamps, unless they use the eDST System or are covered by RR No. 2-2023. They submit a signed letter on letterhead with name, address, TIN, number of stamps, purpose and the name of the document, and later letters include a liquidation of earlier stamps.
  5. Records and receipts. For bulk purchases, the officer issues an eROR or manual ROR for the total value and issues stamps only in sequential serial numbers. The officer keeps two separate sheets of stamps, one for single and one for bulk purchases, and keeps a hard or soft copy record of purchases.
  6. Surety bonds under eDST. Original surety bonds for Excise Tax purposes with a documentary stamp imprinted by the eDST System are not accepted and recorded unless the issuing company is validated as an enrolled eDST taxpayer and the DST due is deducted from its ledger.
