Key points

  1. Suspension. Full implementation of RR No. 7-2009 is suspended until February 28, 2010. During this period, concerned taxpayers adopt the Constructive Stamping/Receipt System (CS/RS) of DST under RMO No. 14-2008, with the added procedures in the circular.
  2. Large and selected taxpayers. Banks using EFTIS input and transmit the transaction to the Bangko Sentral ng Pilipinas for debiting, then print the transmittal. eFPS taxpayers log on to eFPS and file Form 2000 with ePayment. Both attach the duplicate or certified true copy of the DST return or proof of payment to the taxable document and stamp DST PAID with the date of payment.
  3. Other taxpayers. They accomplish BIR Form No. 2000, filling in Part II, Section A fully and correctly. They file with the AAB within the territorial jurisdiction of the RDO covering their residence or principal place of business, and pay within five (5) days after the close of the month the taxable documents were made, signed, issued, accepted or transferred.
  4. Stamping. Other taxpayers attach the duplicate or certified true copy of the bank validated DST return or proof of payment to the taxable document. They stamp DST PAID with the date of payment and the deposit slip number or filing reference number.
  5. DSEIM discontinued. Effective January 1, 2010, DSEIMs are no longer used and advance purchase of DST for future CS/RS applications is not allowed. Any unloaded balance of DST purchases moves to the eDST System after verification by the concerned BIR Offices.
