Summary

RMO No. 33-2021 prescribes improved policies, guidelines and procedures for maintaining and operating eLounge facilities in Revenue District Offices (RDO).

Key points

  1. Purpose and contents. The eLounge gives taxpayers free access to BIR eServices. It has shortcuts to BIR eServices, the Citizen’s Charter, the eFOI Portal, the BIR website home page, the eComplaint System and the Online Customer Satisfaction Survey.
  2. Location and upkeep. The Client Support Section maintains the eLounge, placed at or near the Client Service Area, well lighted and ventilated. The RDO budgets funds for the Broadband Internet subscription, office supplies and materials.
  3. Internet specifications. The subscription needs unlimited broadband access with at least 20 Mbps DSL. Where no provider meets this, the RDO may find any available provider with better connection.
  4. Queuing and logbook. The eLounge is part of the RDO queuing system. A stand-alone e-logbook in the prescribed Excel template tracks the clients using it.
  5. Hours and computers. It is open 8:00 am to 5:00 pm, or beyond office hours with the RDO head’s approval. No one may install programs or change default settings without the Revenue District Officer’s approval, and a Systems Restore is used at least every week.
