Summary

RMO No. 39-2024 prescribes revised policies and guidelines for operating and maintaining the eLounge facilities in Revenue District Offices (RDOs).

Key points

  1. Facility standards. All RDOs must follow the standard requirements, minimum number of desktop computers per RDO Reclassification under RMO No. 21-2024, and the standard layout. Funds for furniture and equipment go into the RDO’s Project Procurement Management Plan (PPMP), and equipment must work at all times.
  2. Free use by taxpayers. The eLounge is free for taxpayers using BIR eServices for registration, registration updates, filing returns, submitting reports and attachments, and other tax-related transactions. Users register first in the eLogbook (MS Forms) and are served first-come, first-served as part of the RDO queuing system.
  3. Usage limits. Bookkeepers, accountants, tax practitioners, tax agents and taxpayers may do up to three (3) transactions per day, not exceeding one (1) hour, whichever is shorter.
  4. Printing and files. Only the FRN, the TRRA, or the TRN for eAFS attachments may be printed. Printing of the filed tax return is not allowed. Copying of personal tax-related files needs checking and approval of eLounge personnel, who delete users’ personal information before the next user.
  5. Operation. The eLounge is open from 8:00 A.M to 5:00 P.M., and beyond office hours with the Revenue District Officer’s approval. The Client Support Section maintains it, and at least three (3) trained personnel are assigned on rotation to assist taxpayers.
  6. Internet and computers. The broadband internet must be unlimited with at least 20 Mbps DSL service, with an alternative provider allowed where no ISP meets that. No BIR personnel may install programs or change default settings unless the Revenue District Officer approves.
