Summary

RMO No. 13-2015 prescribes the guidelines and procedures for setting up and operating eLounge facilities in the Revenue District Offices.

Key points

  1. Purpose. The eLounge gives taxpayers a free electronic or online medium to access BIR eServices, including eFPS, eBIRForms, eSubmission, eReg, IRSIS, eDST, eBROAD, eComplaint, eAccReg and eSales.
  2. Location and queuing. The eLounge is set up at or near the Client Service Area (formerly Taxpayer Service Area) at the Client Support Section. It is part of the RDO’s queuing system for frontline service.
  3. Logbook and hours. A stand-alone electronic logbook monitors the number of clients using the eLounge. It is open from 8:00 am to 5:00 pm, or beyond office hours depending on client needs and upon approval of the Revenue District Officer, considering the BIR Citizen’s Charter and RA No. 9485 (Anti-Red Tape Act of 2007).
  4. Roll-out. Establishment in the RDOs is by phase roll-out. All existing Regional Office eLounges are turned over immediately to the co-located RDO or the RDO nearest to the Regional Office.
