Summary
RMO No. 12-2018 prescribes the CY 2018 BIR Operational Key Performance Indicators (KPIs) for Revenue Regions, Revenue District Offices, Regional Divisions and the Large Taxpayers Service (LTS).
Key points
- Monitoring. The concerned Assistant Commissioners, as Measures Owners, monitor, review and evaluate performance of Implementing Offices against goals and targets.
- LTS KPIs. The Order lists the LTS implementing offices for each KPI, including Collection Performance, Collection Growth, Audit Effort, Audit Efficiency, Collection of Arrears, Reduction in number of Stop-Filer cases and Payment Compliance by Tax Types. Support Functions KPIs apply only to the Revenue Regions.
- Scoring. If actual accomplishment exceeds the target, the score is the maximum assigned KPI weight. Figures are rounded to the nearest two (2) decimal places.
- Use in performance forms. The KPIs are the standard measures in the Office Performance Commitment and Review Form and the Office Index of Success Indicators under the Strategic Performance Management System.
- Reports and later years. Accomplishment and Evaluation Reports are prepared every 1st Semester (January to June) and annually for January to December. The KPIs continue in later years until Measure Owners recommend amendments.
