Summary

RMO No. 7-2019 updates the BIR Operational Key Performance Indicators (KPIs) for CY 2019 for Revenue Regions, Revenue District Offices, Regional Divisions and the Large Taxpayers Service (LTS).

Key points

  1. Monitoring responsibility. The concerned Assistant Commissioners, as Measures Owners, monitor, review and evaluate their Operational KPIs. The Assessment Service is the lead monitoring office for KPI Nos. 5, 6 and 7.
  2. LTS implementing offices. The Order lists the LTS offices that implement KPI Nos. 1, 2, 5, 6, 7, 8 and 9, such as the LT National Office Audit Divisions, LTD-Cebu City, LTD-Davao City and the LT VAT Audit Unit.
  3. Scoring. The formulas for each KPI score and the Overall Rating are in the Order. If actual accomplishment exceeds the KPI target, the score is the maximum assigned KPI weight.
  4. OPCR inclusion. The Operational KPIs are included as measures in the Office Performance Commitment and Review (OPCR) Form and the Office Index of Success Indicators of the listed offices.
  5. Reporting. Accomplishment and Evaluation Reports are prepared every 1st Semester (January to June) and annually, based on cumulative accomplishment from January to December. Annex A gives each KPI’s definition, weight, formula and targets.
