Summary

RMO No. 04-2007 prescribes guidelines and procedures for issuing and using Revenue Official Receipts (RORs) during specified tax deadlines in areas with Authorized Agent Banks.

Key points

  1. Deadlines when RCOs may issue RORs. Designated Revenue Collection Officers (RCOs) may issue RORs only on these deadlines: January 31 for the Annual Registration Fee, the 10th day of the month for remittance of withholding taxes, and the 20th day of the month for business taxes (Percentage and Value Added Tax). The 25th day of the month for quarterly VAT is also covered. For annual income tax, issuance starts three (3) working days before and runs until April 15.
  2. Non-working days. If a deadline falls on a non-working day, the authority to issue RORs automatically extends to the next working day.
  3. Limits. RORs cover tax payments in cash or check not exceeding P 10,000.00 per return. They do not apply to taxpayers required to file and pay through the Electronic Filing and Payment System.
  4. Recording of payments. Payments are captured and form part of the RDO’s 1209 Collection Report. Non-computerized districts use the Payment Data Entry System (PDES), and computerized districts use the CBR ADD facility, Deposit Slip for Transaction, of the Integrated Tax System (ITS).
  5. Rubber stamps for April 15, 2007. For the April 15, 2007 deadline, each RDO provides rubber stamps bearing the RDO No., date, and name and initial of the RCO, used only to stamp RECEIVED on returns. After that deadline, the Collection Service, through the Collection Programs Division, issues a uniform rubber stamp.
