Summary
RMO No. 03-2007 prescribes the policies and procedures for processing Applications for Eligibility and issuing Certificates of Eligibility for Class A documents to prospective bidders under Republic Act No. 9184. It also covers the database of eligible bidders.
Key points
- Processing fees. A new applicant pays a processing fee of P 2,000.00. An old applicant pays P 1,000.00 every year for renewal of the Certificate of Eligibility. The Bids and Awards Committee (BAC) may increase these amounts by resolution.
- New applicant defined. A prospective bidder is a new applicant if he has no existing records in the BIR database of eligible bidders.
- Certificate of Eligibility. Applicants who pass evaluation get a Certificate of Eligibility with the Details of Eligibility. It is submitted in place of Class A documents, with any additional eligibility documents required in the bidding.
- Keeping records updated. Certificate holders submit new or amended documents to the BAC at least once a year or as needed, without demand from the BAC. Failure to submit updates is a ground for the BAC to invalidate the certificate.
- Renewal and database. Renewal is applied for on or before January 31 of each year, or before joining any bidding for the current year, with a P 1,000.00 fee and the Application for Eligibility for Class A Documents. Applicants who pass are listed in the BIR Database of Eligible Bidders kept by the BAC Secretariat. The application is submitted in three (3) sets.
