Summary
RMC No. 2-2012 reiterates the existing rules on acceptance of tax payments by Revenue Collection Officers (RCOs) at specified deadlines, and on issuing Revenue Official Receipts (RORs) for cash or check payments over the P20,000.00 threshold.
Key points
- When RCOs may issue RORs. Under RMO No. 4-2007, as amended by RMO No. 2-2010, this applies on January 31 for the Annual Registration Fee, the 10th day of the month for withholding taxes, the 20th for percentage and VAT business taxes, and the 25th for quarterly VAT. For annual Income Tax of individuals and calendar-period corporations, it starts five (5) working days before April 15 and runs until April 15.
- Cash limit. Under RMO No. 4-2007, as amended by RMO 32-2008 and RMO No. 8-2009, ROR issuance is limited to cash payments not exceeding Php20,000.00 per return. There is no limit if payment is made through checks.
- Consequence. Non-compliance by RCOs assigned in areas with AABs is a ground for administrative disciplinary action under the Revised Code of Conduct for BIR Officials and Employees, promulgated under RMO No. 53-2010.
