Key points
- Uniform requirement. All employees wear the prescribed 2015 BIR Uniforms starting July 20, 2015, following the schedule in the Order. Security guards do not allow entry of employees who violate Civil Service Commission Resolution No. 002515 on appropriate attire and prohibited attires.
- Exceptions. Pregnant female employees wearing maternity dress, and employees who lost an immediate family member and wear mourning clothes, may be allowed entry on a request for exemption. The request is approved by the Office of the Deputy Commissioner, Resource Management Group, and attached with a medical certificate or certificate of death. Newly hired employees and those yet to receive clothing allowance get provisional IDs.
- Field and other personnel. Revenue Officers, Collection and Seizure Agents, field audit and investigation personnel, investigators, hearing officers and employees issued a Revenue Special Order attending a training or seminar are not exempt. Employees in costumes during a office presentation wear the BIR uniform immediately after the program.
- Duty of Heads of Office. The Head of Office marks absent and reports non-complying employees to the ACIR, Internal Affairs Service, or the Regional Director. Failure of the Head of Office to comply is Neglect of Duty, a less grave offense.
- Warnings and penalties. The IID/RID issues a warning letter to a first-time violator within five (5) days from receipt of the list of violators. A second-time violator gets a Show Cause Order requiring a written explanation under oath within five (5) days. Penalties for violating reasonable office rules are 1st offense reprimand, 2nd offense suspension for one (1) to thirty (30) days, and 3rd offense dismissal.
