Summary

RMO No. 17-2010 amends RMO No. 31-2008 and reiterates the rules on wearing the prescribed BIR uniforms and ID. They must be worn at all times inside BIR premises for security purposes.

Key points

  1. Uniform schedule. Male employees wear black pants with a cream barong or polo barong and BIR pin from Monday to Thursday. Female employees wear a skirt or black pants with a light yellow blouse with blue stripes and BIR pin, plus a black blazer on Monday. Friday is washday.
  2. Exemptions and special uniforms. Officials such as Assistant Commissioners, Regional Directors, Revenue District Officers, Division Chiefs and lawyers attending court hearings are exempt from the uniform. Field audit and investigation personnel are not exempt while within BIR premises. Doctors, Dentists and Nurses of the Medical, Dental and Welfare Division may wear white uniforms.
  3. Attire rules. On non-uniform days, employees wear appropriate business attire. Maong pants are generally prohibited but allowed with a collared polo or shirt for men, or an appropriate blouse or shirt for women. Prohibited items include transparent tops, tank-tops, micro-mini skirts, leggings and rubber sandals. Ostentatious jewelry and heavy or theatrical make-up are also prohibited.
  4. Maternity and mourning. Pregnant employees may wear maternity dress from the 4th month upon a medical certification. An employee who lost an immediate family member may wear mourning clothes for up to one (1) year upon proof of death.
  5. Monitoring and penalties. The Internal Security Division and Special Investigation Division conduct random checks. A first-time violator receives a warning letter, and a second-time violator gets a Show Cause Letter requiring a sworn explanation within 5 days. Penalties for violation are reprimand for the 1st offense, suspension of 1 to 30 days for the 2nd, and dismissal for the 3rd.
