Summary

RMO No. 7-2022 prescribes the policies and guidelines for creating and managing the official social media accounts of the Bureau of Internal Revenue (BIR).

Key points

  1. Primary and sub-accounts. The primary accounts are the BIR Facebook page, YouTube and Twitter accounts. Each regional and district office may have only one sub-Facebook page, one YouTube page and one sub-Twitter account, using uniform names and URLs, approved by the Regional Director or Revenue District Officer and formally communicated to the ACIR, Client Support Service (CSS) through the Chief, Public Information and Education Division (PIED).
  2. Official list and logo use. The list of official accounts is published in an RMC. Accounts not on the list may not use the BIR logo, tax campaign theme and logo, or other BIR symbols.
  3. Teams. The ACIR and Head Revenue Executive Assistant of CSS serve as Overall and Assistant Social Media Head. A Primary Social Media Team sits in the National Office, and a Sub-Social Media Team sits in each office with official sub-accounts.
  4. Content rules. Content posted on primary accounts is shared to sub-accounts by sharing or re-tweeting. Allowed content includes Revenue Regulations, relevant RMOs and RMCs, infographics, videos and social media cards such as tax advisories, news, announcements, job vacancies and webinar schedules.
  5. Prohibited postings. Prohibited are advertisements, jokes, personal photos and unrelated information, personal opinions not representing the BIR, posts for personal gain, and sharing information first posted by a private individual or organization.
  6. Approval of materials. Tax information materials made for sub-accounts are approved first by the Sub-Social Media Team Head to check accuracy and compliance, including with the Data Privacy Act. The teams submit automatically generated statistics, such as FB insights.
