Summary
RMO No. 58-2010 prescribes the CY 2010 Key Performance Indicators (KPIs) for the Large Taxpayers Service (LTS).
Key points
- Ranking groups. For ranking on overall KPI ratings, the two Large Taxpayers Services (Regular and Excise) are clustered with all Revenue Regions as Group A. The LTS audit offices are clustered with all Revenue District Offices as Group B.
- Effect of ranking. Heads of the top 5 offices in Group A and the top 10 in Group B may be assigned to the office of their preference or retained. Those in the bottom 5 (Group A) and bottom 10 (Group B) undergo a training program.
- KPI definitions. The 2009 definitions and criteria carry over for any KPI retained in 2010. The Commissioner supervising the LTS Group may later issue clarifications.
- Performance Contract. Each office has a Performance Contract signed by the head of office and noted by the Commissioner. It is submitted to the Assistant Commissioner (ACIR), Policy and Planning Service not later than June 30, 2010.
- Monitoring and evaluation. The Commissioner, DCIRs and ACIRs periodically check and document each KPI’s progress, and the Commissioner discusses issues at the regular MANCOM meeting. The two LTS ACIRs, as Measure Owners, prepare the Annual Office Performance Evaluation. An interim rating may be given as MANCOM determines.
