Summary

RMO No. 56-2019, issued November 28, 2019, amends provisions of RMO No. 36-2016 on decentralized recording of internal revenue taxes collected by the Revenue Regions through Authorized Agent Banks (AABs), Special Allotment Release Order (SARO) and Direct Crediting to the Regional Finance Divisions (RFDs).

Key points

  1. Initial recording and adjustments. The Revenue Accounting Division (RAD) and RFDs first record collections in the Collection Books based on RAD collection reports and data. The RFDs make adjustments and reclassifications, including to the correct tax types or Unified Accounts Code Structure (UACS), once offices submit the required reports.
  2. Disputed transfer-outs. Disputed transfer-out collections need proper documents and approval before recording. The Regional Director approves a transfer within the Regional Office, and the Assistant Commissioner, Collection Service approves one outside its jurisdiction.
  3. Dishonored checks. RAD gives RFDs a monthly report on dishonored checks reported by AABs. RFDs use it to require RDOs and Regional Collection Divisions to submit BIR Form 12.58 Report and photocopies of the checks, as the basis for adjustments.
  4. Collections through RCOs. RFDs record Revenue Collection Officer (RCO) collections from the Report of Collections and Deposits. If it is not submitted, they use Mobile Revenue Collection Officers System (MRCOS) reports, then deposit data from Authorized Government Depository Banks provided by RAD, and adjust later.
  5. Reconciliation. RFDs reconcile reported and recorded RCO deposits against RAD data and coordinate discrepancies with RDOs and RCOs. Discrepancies needing National Office intervention go to the RAD Bookkeeping Section.
