Summary

RMO No. 13-2022 amends RMO No. 56-2019 on initial recording of tax collections through Authorized Agent Banks (AABs), and RMO No. 36-2016 on preparing BIR Form No. 12.09 for taxes collected by Revenue Collection Officers (RCOs).

Key points

  1. Recording of AAB collections. The Revenue Accounting Division (RAD) records all AAB collections in the National Office Collection Books. It uses the daily Consolidated Report of Daily Collections and BSP Authority to Debit from the AAB Head Offices.
  2. Transfer to regions. RAD records the transfer out of collections per Revenue Region and sends scanned Journal Entry Vouchers to the concerned Regional Finance Division (RFD). The RFD uses them for initial recording in the Regional Office Collection Books.
  3. BIR Form No. 12.09. Revenue District Offices show the taxes collected by RCOs based on the collection date.
  4. Footnote on undeposited collections. The RFD and RDO disclose in a footnote the actual date undeposited RCO collections are deposited with the Authorized Government Depository Bank. This appears in the Statement of Internal Revenue Collections, the Notes to Financial Statements and BIR Form No. 12.09, for reconciliation with the Bureau of the Treasury.
  5. Monitoring. The concerned RDO, RFD and Regional Collection Division closely monitor RCO collections and deposits and their compliance with existing rules.
