Key points

  1. Renewal sessions. A Moral/Spiritual Renewal Session is held for top revenue officials during the Command Conference once in a semester. A separate seminar is held for Middle Managers (HREA down to Division Chiefs) and rank and file employees.
  2. Citizen’s Charter. The BIR adopts and implements a Citizen’s Charter in compliance with Republic Act No. 9485. It lays out step-by-step procedures for each service and the guaranteed performance level.
  3. IDAP and Code of Conduct. The BIR adopts an agency-specific Integrity Development Action Plan (IDAP) in all offices, which Regional Offices may add to if consistent with it. The existing Code of Conduct is revisited and enhanced to reflect the IDAP, with nationwide dissemination and seminars.
  4. Monitoring committees. A National Integrity Development Committee (NIDC) monitors BIR performance under the IDAP. A Regional Integrity Development Committee reports directly to it and monitors regional and district offices.
  5. Integrity Development Review. The BIR sets up a systematic review of systems and procedures for corruption vulnerabilities, called the Integrity Development Review (IDR). Internal and external assessors, the latter from the Presidential Anti-Graft Commission, the Office of the Ombudsman, other government agencies and Civil Society Organizations, conduct periodic document reviews and interviews and assess the IDAP.
  6. Recognition. The BIR sets up a mechanism to recognize best practices on integrity development and consistent ethical conduct.
