Key points

  1. Target and points. The TAP KPI target stays at least 10 Points per month. Points per activity strictly follow the guidelines in the Order.
  2. Semestral documentation and reports. CSS Chiefs document the district’s tax information dissemination activities and submit the compilation to the Regional Director through the CSU Head each semester. This is due on or before the 10th day of the month after each semester, together with the RDO’s TAP Accomplishment Report (Annex B1). The CSU Head verifies the Points, computes Total Points and Average Points Per Month for the six-month semester, and signs with the Regional Director.
  3. Consolidated and evaluation reports. The CSU Head prepares the regional Consolidated TAP Accomplishment Report (Annex B2). It goes to the ACIR, Client Support Service through the Internal Communications Division on or before the 20th day of the month after each semester. The ICD prepares the semestral and annual Evaluation Reports, which the ACIR, CSS submits to the ACIR, Planning and Management Service on or before August 25 (semestral) and February 25 (annual).
  4. Annual average and ranking. For the annual report, 1st Semester Total Points are added to 2nd Semester Total Points and divided by 12 to get the Average Points Per Month. RDOs are ranked on Average Points Per Month, not on Score, since the maximum KPI Weight is 1.00.
  5. Score matrix. Average Points of 13.00 and above give a Score of 1.00 and OPCR Rating 5. For 11.50 to 12.99 the Score is 0.85 and rating 4, for 10.00 to 11.49 it is 0.75 and rating 3, and for 5.01 to 9.99 it is 0.65 and rating 2. For 5.00 and below the Score is 0.50 and rating 1.
  6. Earlier reports. The semestral and annual TAP reports specified in RMO No. 5-2020 are no longer required of RDOs and Regional Directors. The reports in this Order suffice for monitoring and evaluation.
