Summary
RMO No. 31-2014 prescribes regular updating of the BIR Website content using the new Content Management System (CMS).
Key points
- Content owners. Heads and Assistant Heads of BIR offices identified as content owners ensure their posted information is updated regularly and on time. The CMS Approver and CMS Editor(s) publish through Joomla, using the CMS account created for each office, which the CMS Approver keeps secure.
- Review before posting. Articles must first be reviewed and approved by the head of office and, where necessary, the Assistant Commissioner or Deputy Commissioner. CMS Approvers make sure only pre-approved articles are posted.
- Posting new information. An office needing to post new information makes a formal request to the Chief, Internal Communications Division (ICD). One-time items such as announcements go on the home page. For permanent postings, the ICD asks the Systems Development Division (SDD) to create a new CMS template.
- Changing the layout. A request to revise the presentation of posted information also goes to the Chief, ICD, with the details and the contact persons’ names and telephone numbers. The ICD coordinates with the SDD.
- Change of CMS Editor. The head of office ensures CMS technology is transferred to the replacement at least two (2) weeks before the outgoing CMS Editor retires, resigns or transfers.
- Hosting. Offices under the Information Systems Group coordinate with the DOST-Information and Communications Technology Office to ensure 24/7 availability once the site moves to the Government Web Hosting Service.
