Summary
RMO No. 3-2023 sets the policies and responsibilities of BIR offices for regularly updating the Interactive BIR Citizen’s Charter.
Key points
- Content Owners. Heads and Assistant Heads of Content Owner offices ensure regular and timely posting. Articles are reviewed and approved first by the Head of Office and the Assistant Commissioner, and the Deputy Commissioner where necessary.
- CMS roles. Heads of Office act as CMS Approvers and make sure only pre-approved articles are posted. The CMS Approver and designated CMS Editors publish updates, and each CMS Editor gets a secure CMS account.
- Request to post or delete. The office files a formal request using Annex B with the Assistant Commissioner, Client Support Service, Attention: Chief, Internal Communications Division. It states the information (hard and soft copies), the reason for any deletion, the CMS Editor’s name, and contact persons with telephone numbers.
- Processing. For new information, the Chief ICD asks the CMS Administrator in the Systems Development Division to create a new template. Deletion requests go to the CMS Administrator, and layout changes also need a formal request.
Who is affected
- BIR offices identified as Content Owners
- CMS Approvers and CMS Editors
