Summary

RMO No. 29-2013 prescribes the BIR Reform Master Plan (RMP), 2013-2016, made up of Ongoing and Proposed Reform Projects listed in Annexes A and B.

Key points

  1. Approval of projects. The Reform Steering Committee (RSC) approves the reform projects included in the RMP and any changes. Each project has an Executive Sponsor, Sponsor and Project Manager.
  2. Project guidelines. Each Project Manager submits a conceptual plan, then a detailed work plan under BIR project management methodology. Proposed projects go through full initiation and design. Closed projects, whether cancelled or finalized, follow the closure process in the methodology.
  3. Reporting. Project Managers and Sponsors send a monthly status report to the Project Management and Implementation Service (PMIS). Project Managers enter task updates in the automated Project Management System. PMIS reports monthly to the RSC on portfolio performance, and by exception on underperforming projects, unresolved issues and risk changes.
  4. PMIS role and ongoing projects. PMIS manages the portfolio and reports to the RSC within the 3rd week of each month on the prior month. The first report covers October 2013. Project Managers of Ongoing Projects started by another team coordinate with the previous manager to gather project documentation.
