Summary
RMO No. 26-2015 amends RMO No. 25-2011 on remitting proceeds from the sale of loose documentary stamps collected by Revenue Collection Officers (RCOs), Special Revenue Collection Officers (SRCOs) and other collecting agents.
Key points
- Return before remittance. Before remitting to the Authorized Government Depository Bank (AGDB), the RCO or SRCO fills out BIR Form No. 2000 and files it through eFPS without going to the payment module. A printed copy forms part of the supporting documents, and those authorized for electronic Revenue Official Receipts through the Mobile Revenue Collection Officers System may not use that facility for this return or remittance.
- Where to remit. Proceeds are remitted with the depository slip only to the nearest AGDB of the RDO where the officer is assigned. Remittance to any Authorized Agent Bank previously prescribed under RMO No. 25-2011 is discontinued immediately. RMO No. 21-2014 on time, frequency and minimum amount of remittance is strictly observed.
- Recording and encoding. The total daily sale and serial numbers are recorded in the Cash Receipts Record before the end of office hours that day. Collection details are encoded in the ITS-CBRS or eTIS-CRR, using the date on the AGDB-machine validated deposit slip as the collection date.
- Weekly report and RDO consolidation. The Weekly Collection report under Annex A of RMO No. 25-2011 continues and is now titled Weekly Collection Report on Sale of Loose Documentary Stamps. The RDO prepares a monthly consolidated report for the Finance Division and Collection Division, and the Revenue Accounting Division no longer records these proceeds.
- Penalties and discontinued practice. Appropriate penalties are imposed on an erring RCO or SRCO when the remittance date does not comply with RMO No. 21-2014. Weekly remittance that coincides with the weekly report is a violation of RMO No. 21-2014 and is discontinued.
