Summary
RMO No. 25-2015 sets the policies, guidelines and procedures for determining compensation for services of Authorized Agent Banks (AABs) under the Treasury Single Account.
Key points
- Sworn declaration from AABs. The Bureau of the Treasury’s endorsement letter attaches a sworn declaration from the AABs on the electronic and Over-the-Counter transactions processed each calendar month. It shows details such as RDO No., branch name, bank code, mode of payment, BCS-A number, collection date, date transmitted to the BIR through LBDES and number of transactions, and is signed by an authorized AAB official.
- Verification. The Collection Performance Monitoring Division (CPMD) verifies and reconciles the monthly report against the transactions uploaded to the Collections and Bank Reconciliation System of the BIR-Integrated Tax System. If it finds discrepancies, it checks the reports of the Revenue Data Center, National Office Data Center, RDOs and Large Taxpayers Service.
- Monthly certification. The CPMD, through the Assistant Commissioner, Collection Service, issues a monthly certification signed by the Commissioner of Internal Revenue within fifteen (15) banking days from receipt of the BTr’s endorsement. It is the basis for adjustments to future BTr payments to the AABs.
- Existing reports continue. AAB reports under existing Memoranda of Agreement and accreditation guidelines, and the Monthly Reports on Bank Performance from the LTS Office or RDO to CPMD, continue. Reports go to CPMD in hard and soft copies, with soft copies by e-mail to cpmd@bir.gov.ph.
