Summary

RMO No. 19-2002, issued July 22, 2002, amends the guidelines and procedures for adopting the Electronic Filing and Payment System (EFPS).

Key points

  1. Payment options and timing. Taxpayers filing through EFPS may pay manually or electronically, following the pay-as-you-file principle. Manual payment is made within banking hours of the day of e-filing, and electronic payment within the day of e-filing. No penalty applies to those who e-file earlier and pay later, on or before the due date.
  2. Mandatory e-payment. Starting August 1, 2002, e-payment for the covered tax types is mandatory for large taxpayers and other non-large taxpayers to be announced later.
  3. Banks. E-payment goes through the bank debit system using internet banking of any BIR Authorized Agent Bank (AAB) accredited for EFPS. These banks require taxpayers to enroll in their bank debit system. Large taxpayers pay only through EFPS AABs authorized to serve them and capable of accepting electronic payments. Insurance companies still e-pay with any EFPS Bank chosen by the Insurance Commission.
  4. When tax is deemed paid. Tax is deemed paid after the EFPS AAB issues a Confirmation Number to the taxpayer and the BIR. The AAB also issues a Bank Acknowledgment Number to the BIR confirming the payment was credited to the government or recognized as collection by the Bureau of Treasury (BTr).
  5. Receipt of payments. AABs receive internal revenue tax payments through EFPS or over-the-counter, unless the Memorandum of Agreement with the BIR and/or BTr disallows receipt of manual payment.
