Summary
RMO No. 18-2005 sets revised criteria for conferring the Commissioner’s Award for Outstanding Performance in Handling Stopfiler Cases.
Key points
- Who qualifies. Revenue Officers (Collection) assigned as stopfiler case officers qualify. Case Officers/Supervisors and Revenue District Offices (RDOs) that fail to get a rating of 50% and above do not qualify.
- Basis of computation. Computation uses total stopfiler cases, both valid and invalid, limited to taxpayers under the Taxpayers Account Management Program. Cases generated from Local Government Units/Barangays are excluded.
- Evaluation. Regional Offices monitor and evaluate the stopfiler case management of RDOs under them. Nominees are evaluated using the revised criteria.
- RDO weights. Collection ratio from stopfiler cases is 20%. Decrease in volume of stopfilers (TAMP TPs) is 40%. Stopfiler cases closed out of cases handled is 40%. Total is 100%.
- Individual weights. Group Supervisors and Case Officers use the same weights: 20%, 40% and 40%, totaling 100%, measured at the RO and RDO level.
