Summary

RMO No. 15-2009 provides the guidelines for reviving the Handang Maglingkod Project (HMP) for BIR offices that regularly render frontline services to taxpayers.

Key points

  1. Scope and partners. The HMP covers the Revenue District Offices and other BIR offices that regularly give frontline services. It is a joint undertaking of the BIR, the Integrated Bar of the Philippines (IBP), the Philippine Institute of Certified Public Accountants (PICPA), and the Philippine Chamber of Commerce and Industry (PCCI).
  2. Competition categories. There are two categories. In the National Office category, one winner is selected among offices of the Large Taxpayers Service, Collection Service, Assessment Service, and Legal Service. In the Revenue District Office category, one RDO winner is selected for each Revenue Region, for a total of nineteen (19) RDO winners.
  3. Board of Judges. For the National Office category, a BIR official designated by the Commissioner chairs, and the Presidents of IBP, PICPA, and PCCI are members. For the RDO category, the Regional Director chairs, with representatives of the local IBP, PICPA, and PCCI chapters as members.
  4. Results and awards. The criteria for judging and their weights are in the Order. HMP results form part of the Key Performance Indicators of the covered BIR officials, and winners are awarded during the BIR anniversary celebration.
