Key points

  1. Coverage. All personnel of departments and agencies holding regular, contractual and casual positions are covered. Individuals engaged without an employer-employee relationship and funded from the non-Personnel Services budget are excluded.
  2. Good Governance Conditions. Each agency must satisfy 100% of the GGCs for FY 2019: maintain the Transparency Seal, update PhilGEPS postings of bids and awarded contracts above Php 1 Million, and maintain the Citizen’s or Service Charter. Certificates of Compliance are due on or before December 31, 2019, and non-compliance with any GGC makes the whole agency ineligible.
  3. Performance Targets. Agencies must achieve each Physical Target, Support to Operations and General Administration and Support Services requirement for FY 2019, including streamlining critical services with no more than three (3) signatures. They must also report Citizen/Client Satisfaction results and QMS certification valid as of December 31, 2019.
  4. Eligibility of personnel. Employees need a rating of at least Satisfactory under the CSC-approved SPMS. Those with less than nine (9) months but at least three (3) months of service get a pro-rata share from 40% to 90%, and ineligible persons include those on leave for the entire year, those found guilty by final and executory judgment, and those who failed to submit the 2018 SALN, liquidate cash advances or submit complete SPMS Forms.
  5. Ranking and rates. Eligible delivery units are force ranked: Top 10% Best, Next 25% Better and Next 65% Good Delivery Units. The PBB is a multiple of monthly basic salary as of December 31, 2019: 0.65 for Best, 0.575 for Better and 0.50 for Good, with a maximum of 65% of monthly basic salary for department heads and similar officials.
  6. Ineligibility and prohibited acts. Agencies that fail any Good Governance Condition are ineligible for the FY 2019 PBB. Agencies unable to comply with a maximum of two (2) Performance Targets due to controllable factors are also ineligible, and an agency found after due process to have misrepresented reports, committed fraud or evenly distributed the PBB among employees is disqualified in the succeeding year.
