Summary
RMC No. 80-2018 publishes the full text of GQMC Memorandum Circular No. 2018-1, the guidelines on validating the ISO 9001:2015 QMS Certification required for the FY 2018 Performance-Based Bonus (PBB).
Key points
- Required certificate. Only a valid ISO 9001:2015 QMS certificate is required for the PBB 2018, since ISO 9001:2008 certificates expire by September 15, 2018. Certifications to similar standards such as Philippine Quality Award, ISO/IEC 17025, ISO 17020 and Qmentum Accreditation Canada may also be considered.
- Validity and scope. The certificate must be valid until December 31, 2018 or later. Its scope must cover at least one (1) core process or frontline service mandated under the agency’s laws.
- Certification bodies. Certificates must come from a Certification Body accredited by an IAF member, and DTI-PAB accredited bodies are encouraged. Letters of attestation that audits are done but subject to the Certificate Decision Maker’s approval do not count.
- Posting and submission. Certificates must be posted on the Transparency Seal webpage not later than December 31, 2018. A certified-true copy goes to the GQMC through the DBM Secretariat, SPIB, right after certification or recertification and not later than December 31, 2018.
- Findings and consequence. The GQMC-DBM Secretariat reports its findings to the AO 25 IATF not later than January 31, 2019. Officials and employees responsible for the QMS certification are not entitled to the FY 2018 PBB if the agency fails the ISO 9001:2015 requirements.
