Summary
RMC No. 73-2022 publishes the full text of FOI Memorandum Circular No. 22-01 on the FOI Program criteria and validation process for eligibility to the Fiscal Year 2022 Performance-Based Bonus (PBB).
Key points
- Covered agencies. The FOI MC covers all Government Offices under the Executive Branch, including GOCCs, local water districts and state universities and colleges, under Section 2 of EO No. 2 (s. 2016).
- Validation form. Agencies fill in the validation form through bit.ly/2022FOIPBB starting 1 January 2023. It asks for agency details, the FOI focal person, links to the updated People’s FOI Manual, One-Page FOI Manual, FOI Report and eFOI dashboard, and the accomplished AID-FOI Tool.
- Format rules. Submissions that do not follow the required file format and templates are not considered for validation, though changes to show agency identity are allowed. The FOI Report must be a single Excel (.xls) sheet submitted to the FOI-PMO and posted as ‘2022 FOI Reports’.
- Compliance and reconsideration. A Certificate of Compliance is issued to agencies that comply with Section 2 of the FOI MC. In March 2023 the FOI-PMO issues a list of non-compliant agencies, which may request reconsideration by a letter from the head of agency citing reasons beyond their control.
