Summary
RMC No. 64-2017 publishes the full text of GQMC Memorandum Circular No. 2017-1 of the DBM and DTI, the guidelines on validating ISO 9001 QMS Certification or ISO-aligned QMS documents as a requirement for the FY 2017 Performance-Based Bonus (PBB).
Key points
- Required posting. Agencies post on the Transparency Seal page of their website either QMS ISO certification of at least one (1) core process by an international certification body accredited by International Accreditation Forum members, or ISO-aligned documentation of its QMS for at least one core process. The deadline is not later than December 31, 2017.
- ISO-aligned documentation. This includes an approved Quality Manual and approved Procedures and Work Instructions Manual with forms. It also includes evidence of ISO 9001-aligned QMS implementation: the Head of Agency’s certification on the Internal Quality Audit and the minutes of the FY 2017 Management Review.
- Core process. For frontline agencies, the core process is expected to be the one most demanded by citizens and businesses.
- Assessment and validation. Assessment of compliance with the Good Governance Conditions and other PBB requirements starts October 1, 2017. Validation of the QMS Certification or ISO-aligned documentation is due on or before January 31, 2018, and non-compliant agencies are posted on the Results-Based Performance Management System website.
- Accepted ISO versions. ISO 9001:2008 is accepted for agencies with a certifiable QMS or certification/recertification until December 31, 2017. ISO 9001:2015 is accepted for agencies establishing or transitioning to it, or with valid certification. Agencies whose ISO 9001:2008 certification expired on December 31, 2016 or earlier, or expires within 2017, shall endeavor to migrate to ISO 9001:2015.
- Certificate validity. The certification must be valid until December 31, 2017 or a later date. Documents are posted within October to December 2017.
