Summary

RMC No. 63-2017 publishes the full text of Executive Order (EO) No. 31, which creates the Strategy, Economics, and Results Group (SERG) in the Department of Finance (DOF).

Key points

  1. Mandate. The SERG provides strategic advice to the Secretary of Finance on fiscal policies and financial implications of national priority programs. It conducts fiscal economics policy research and manages and coordinates transformative DOF reforms for the benefit of all Filipinos, especially the poor and marginalized.
  2. Structure. The SERG is under the direct control and supervision of the Secretary of Finance, who designates an Undersecretary and Assistant Secretary to oversee it. It has two new offices: the Strategy and Results Office and the Fiscal Economics Research Office.
  3. Duration. The SERG exists as a specialized DOF group coterminous with the tenure of the Secretary of Finance under the current administration.
