Summary
RMC No. 41-2005 publishes the full text of Administrative Order (AO) No. 126 dated August 13, 2005, on measures to address the increase in world oil prices and enhance the Government’s Energy Conservation Program.
Key points
- Limits on petroleum use. All government agencies, including GOCCs, government financial institutions and other instrumentalities, must limit petroleum use to essential activities authorized by their heads.
- Fuel reduction. Under AO No. 103 (s. 2004) and AO No. 110 (s. 2004), agencies adopt a program to cut transport fuel consumption by 10% of average monthly consumption for the 1st semester of 2005.
- Government vehicles. Government vehicles, aircraft and water craft may be used only for official business, and the trip ticket must be displayed on the windshield or another conspicuous place. Vehicles of intelligence and investigative agencies are not covered. Use on Sundays, legal holidays, out of office hours, outside the authorized route, or by unauthorized persons is prima facie evidence of violation unless properly authorized.
- Airconditioning. Where ventilation is adequate, airconditioning is discontinued, especially from August to February. When used, units are on not earlier than 9:00 a.m. and off not later than 4:00 p.m., and on “FAN” mode during lunch breaks.
- Compliance and reports. The Energy Conservation Officer (ECO) under AO No. 110 (s. 2004) is responsible for compliance. A monthly report is due to the Department of Energy not later than the 15th day after the reporting month. The Department of Energy submits a summary to the President within 5 days after the last reporting day.
