Key points
- Purpose. The Circular reminds agencies of the austerity measures under AO No. 103 dated August 31, 2004, and the four-day workweek under AO No. 117 for April and May 2005.
- Monthly savings reports. Agency heads submit to the Office of the Undersecretary for Operations, DBM, on or before the 10th day of each month a report on savings from AO No. 103 using Form A. They also submit a report on savings from the four-day workweek using Form B.
- Four-day workweek report dates. The report for April is due May 10, 2005 and the report for May is due June 10, 2005.
- Energy and fuel measures. Section 1(b) of AO No. 103 orders at least a 10% reduction in the cost of fuel, water, office supplies, electricity and other utilities. Department of Energy suggestions include turning on air-conditioning one hour after work starts and off one hour before closing, and using official computers only for official use and turning them off when idle.
- Other cost-cutting measures. Fluorescent tubes of 40 watts are replaced with 36 watts, and incandescent lamps with compact fluorescent lamps. Elevators are used only for going more than two floors, except by the physically challenged and those carrying heavy loads, and official vehicles are not used without authority during the three-day weekend.
