Summary
RMC No. 17-2005 publishes the full text of Memorandum Circular No. 35 issued by the President, directing government agencies to publish service guides and post workflow charts.
Key points
- Service guide contents. The service guide, a brochure or handbook, states in simple terms the agency’s mandate and services, procedure, required documents, fees and their legal bases, service standard and service pledge. It also gives the rights and responsibilities of service users and the procedure for complaints and feedback.
- Service guide upkeep. The guide is updated regularly and made available to the public through various media, including internet posting when feasible.
- Workflow charts. The chart shows the steps to get a service, documentary requirements, fees and legal bases, officers in charge of each step, processing time per step and the total service standard. It is in English and Filipino, plus the predominant dialect where one is widely used, and posted conspicuously where the service is rendered.
- Deviations and queuing. Deviations from the standards in the workflow chart that delay service are grounds for a complaint. Agencies adopt mechanisms to avoid long queues and serve requests on a first come, first served basis.
- Compliance report. A compliance report on the service guide, workflow charts and queuing mechanism goes to the Office of the President within 60 days from effectivity of the Circular. Local Government Units are encouraged to adopt the guidelines.
