Summary
RMC No. 9-2008 publishes the full text of Circular Letter No. 2007-10, which gives guidelines on transferring funds to pay compensation of personnel who opted to be placed in other government agencies under the Rationalization Program.
Key points
- Notice of transfer. Departments or agencies whose affected personnel were placed by the Civil Service Commission give the DBM a copy of the Transfer Order. The DBM then prepares the NOSCA, SARO and NCA for the Personal Services requirements.
- Confirmation and timing. Recipient agencies confirm receipt of the NOSCA, SARO and NCA with the DBM and coordinate on when they will take over payment of compensation.
- Start of payment. An agency that receives the NCA in the first fifteen (15) days of the month may start paying compensation at the start of the following month. An agency that receives it in the second half of the month may start on the 16th day of the coming month.
- Mother agency. The mother agency coordinates with the DBM on when to stop paying the compensation of the transferred personnel, once the recipient agency takes over.
