Summary
RMC No. 8-2008 publishes the full text of CSC Memorandum Circular No. 13, Series 2007, which amends Section 63, Rule XVI of the Omnibus Rules on Leave.
Key points
- Reason for the amendment. The old rule allowed dropping from the rolls only after 30 working days of continued absence. Some employees avoided it by reporting back briefly to break the continuity of their absence. The CSC amended the rule under CSC Resolution No. 07-0631 dated April 10, 2007.
- Absence without official leave. An official or employee continuously absent without approved leave for at least thirty (30) working days is considered on AWOL. The person is separated or dropped from the rolls without prior notice.
- Pattern of absences. Dropping without notice may also be justified where a scheme to circumvent the rule is clear from substantial absences of less than thirty working days 3x in a semester, forming a pattern.
- Fewer than thirty days. If unauthorized absences are fewer than thirty (30) working days, a written Return-to-Work Order is served at the last known address on record. Failure to report within the period stated is a valid ground to drop the person from the rolls.
Who is affected
- Government officials and employees
