Key points
- Official investigations. An investigation is official only if the Officer-in-Charge (OIC) approves it in writing. No one may claim to investigate for the Department of Finance (DOF) or its units (CMIO, RIPS, etc.) without that approval.
- Identification. Investigators must identify themselves as DOF investigators and show the latest DOF identification card when required. The OIC may write a letter of introduction, and a letter signed by anyone else is not sufficient.
- Contact with the subject. Without the OIC’s written permission, personnel may not approach the subject to get information on the specific investigation. Information is gathered as far as practicable from documents, objects and testimonies of people such as neighbors, relatives, peers and co-office workers.
- Confidentiality. Personnel must not compromise the investigation. As far as practicable, the subject must not know of it. If the subject learns of it, the subject must not learn its objective or what the investigator knows.
