Summary
RMC No. 49-2005 publishes the full text of Executive Order (EO) No. 459, which streamlines how requests of government officials and employees for authority to travel abroad are handled.
Key points
- Approval by the Office of the President. Members of the Cabinet and officials of equivalent rank, heads of GOCCs and government financing institutions (GFIs) under or attached to the Office of the President, and heads of agencies under or attached to it seek approval there.
- Other officials and employees. They seek approval from their agency heads (Department Secretaries or their equivalents), regardless of length of travel or number of delegates. The Office of the President may still require any official or employee to get its authority.
- Reports. Approving officials submit a quarterly report to the Office of the President of all approved travels abroad. It lists the travelers’ names, destinations, duration, nature and purpose, and costs.
- Budget limit. Approving officials may approve up to 75% of their allocated travel budget. Beyond that they need authorization from the Office of the President to use the balance.
