Key points

  1. Qualification Standards. The Civil Service Commission’s Qualification Standards (QS) for government positions are adopted. The Bureau-approved QS for the unique Revenue Officer positions in the Assessment, Collection, Excise, Document Processing and Taxpayer Assistance groups are maintained.
  2. Assessment Group requirement. For Assessment Group positions (Revenue Officer I to RO IV), the applicant must be a CPA or Bachelor of Laws (LLB) graduate with 18 units of Accounting. The same applies to applicants for Assistant Revenue District Officer, Revenue District Officer, and Assistant Chiefs and Chiefs of the Regional Assessment Divisions, LTDOs and LT-Audit Investigation Divisions. It does not apply to incumbents unless they apply for promotion to the next higher rank.
  3. Selection criteria. Candidates are evaluated with the Selection Criteria matrices in Annexes A1 and A2 of the Order. A minimum rating of 80% is required to be in the promotion line-up. Officers-in-Charge and those in Acting Capacity are lined up and evaluated with other candidates.
  4. Employees on leave or grants. Employees on local or foreign scholarship, training grant or maternity leave may be recommended for promotion, using the performance ratings immediately before the grant or leave. The promotional appointment takes effect on assumption of duty.
  5. Publication of vacancies. Vacant positions are published under RA 7041. The Personnel Division (National Office) and the Human Resource Management Unit (Regional Office) communicate vacancies to the offices where the position is authorized.
