Key points
- Who starts a POC. Functional and Technical Managers start POC discussions based on needs or vendor offers, once the concerned Deputy Commissioner approves. For vendor proposals to Functional Groups, evaluation, conduct and recommendation are done together with the Information Systems Group (ISG).
- Request for Proposal. Once ISG finds a POC proposal feasible, an RFP for POC is publicly announced and stays open for one (1) month from publication. Only those who submit a Letter of Intent and other requirements in that period may join.
- Approval. Every POC needs approval of the Deputy Commissioner of the ISG and, for non-ISG requests, the Deputy Commissioner of the concerned Functional Group.
- Conditions of the POC. Vendors bear all resource requirements. The POC lasts no more than one (1) month and must not disrupt ICT operations. Unresolved problems or disruptions cause immediate termination by written notice.
- No bidding guarantee. Joining a POC does not guarantee acceptance of a bid in the later bidding and awards process.
