Summary

RMO No. 30-2025 prescribes the policies for implementing the Competency-Based Human Resource Management System (CBHRMS) in the Bureau of Internal Revenue, aligned with CSC PRIME-HRM Maturity Level 3.

Key points

  1. Competency model. The model has a Competency Framework, Competency Model and Competency Dictionary. Each competency is defined by name, definition, rubrics across four (4) proficiency levels (Basic, Intermediate, Advanced, Superior) and behavioral indicators.
  2. Competency Dictionary. The Dictionary (Annex A) holds seventy-two (72) competencies: 8 Core, 6 Leadership and 58 Functional. It is used for position mapping, job descriptions, selection, competency assessment and learning and development.
  3. Baseline Position Profile. A Baseline Position Profile (Annex B) sets the required competencies and proficiency levels for each Plantilla position.
  4. Core competency levels. Core competencies are mapped by the Floor-and-Ceiling Method: SG 2-14 Basic, SG 15-18 Intermediate, SG 19-24 Advanced, and SG 25 and above Superior.
  5. Functional and leadership mapping. Heads of Office map functional competencies using the Check-and-Stop Method. Leadership competencies follow CSC standards for Division Chief and above: SG 18-23 Basic, SG 24 Intermediate, SG 25-27 Advanced, SG 28 Superior. Non-supervisory employees at SG 18 or higher, such as Attorney II, are not required to show leadership competencies.
  6. Manual and review. A BIR CBHRMS Manual will be developed by the Technical Working Group. The model, Dictionary and profiles are reviewed periodically, and any revision needs the Commissioner’s approval.
