Key points

  1. Complete requirements only. The processing office receives only applications with the complete documents listed in Annex A that are filed within the prescribed period.
  2. 180-day processing. The office has one hundred eighty (180) days from receipt of complete documents to grant or deny the claim, unless a Delinquency Verification Certificate (DVC) shows delinquent accounts.
  3. Delinquent accounts. Applications are not processed if the DVC shows delinquent accounts other than excise tax. The claimant must settle the liabilities first and get a DVC with no tax liabilities, and the 180-day period is suspended until then.
  4. Claims with the BIR. The Accounting Division and Finance Service/Finance Division process and approve the Disbursement Voucher within the prescribed time frame.
  5. Claims with the Bureau of Customs. Evaluation of the BIR report and the grant of the credit/refund follow existing rules within the 180-day time frame.
